DIRECTOR OF MARKET & REGULATORY POLICY

Monthly Salary: $7,020 – $13,334
(Depending on Experience and Qualifications)

GENERAL DESCRIPTION:

The Director of Market & Regulatory Policy will work directly for the Chief Executive and Public Counsel for the Office of Public Utility Counsel (OPUC). The Director must have requisite knowledge of the ERCOT market and stakeholder process; rulemaking and policymaking process at the Public Utility Commission of Texas (PUCT); requisite experience with analyzing and interpreting ERCOT Protocols and Guides, policies and procedures, and other binding documents; advanced experience with analyzing and interpreting existing PUCT statutes and rules; experience with analyzing and interpreting legislation; ability to collaborate with ERCOT staff and stakeholders, PUCT staff, and industry regulatory staff; strong writing skills; strong oral advocacy skills; strong interpersonal skills; and ability to exercise strong independent judgement and initiative.

ESSENTIAL JOB DUTIES:

• Advises OPUC’s Chief Executive and Public Counsel and agency management on market and regulatory matters at ERCOT and the PUCT. This includes, but is not limited to, briefing (both written and verbally) the Chief Executive & Public Counsel on ERCOT and PUCT rulemaking issues involving OPUC.
• On behalf of OPUC, represents the residential consumer segment at the Technical Advisory Committee (TAC), Protocol Revisions Subcommittee (PRS), Wholesale Market Subcommittee (WMS), Retail Market Subcommittee (RMS), Reliability Operations Subcommittee (ROS), and other stakeholder groups and task forces at ERCOT
• Monitors, analyzes, and reports on ERCOT market rule changes, activities, and discussions
• Develops comments for submission in the ERCOT stakeholder process, as needed, including tracking and analyzing other stakeholder comments
• Monitors and reports on PUCT rulemaking and policy project activity, including attending workshops and monitoring related open meeting discussions
• Develops written comments for submission in PUCT rulemaking and policy projects, as needed, including tracking and analyzing other stakeholder comments
• Coordinates collaboration with ERCOT staff and stakeholders, PUCT staff, and industry regulatory staff
• Creates and maintains a system of tracking activities at ERCOT and the PUCT rulemaking for the agency.
• Assists with analysis and interpretation of legislation

MINIMUM QUALIFICATIONS:

• Bachelor’s degree in business, finance, accounting, public policy, engineering, or other related field from an accredited university or college.
• A minimum of two (2) years’ experience with ERCOT market matters, preferably involving representation in the ERCOT stakeholder process, monitoring and analyzing ERCOT market rule changes and key discussions, and oral and/or written advocacy at ERCOT. Independent System Operator (ISO) experience may be substituted for ERCOT experience.
• A minimum of two (2) years’ experience with PUCT rulemaking and policy projects; and demonstrated familiarity with ERCOT market matters may be substituted for Minimum Requirement No. 2.
• A minimum of two (2) years’ experience with PUCT rulemaking and policy projects, preferably involving analysis and development of comments, representation at workshops, and monitoring discussions at PUCT open meetings.
• Applicants selected for an interview will be required to provide a minimum of three writing samples during the interview process.

PREFERRED QUALIFICATIONS:

• A Master’s Degree in business, public policy, engineering, or other related field or graduation from an accredited law school with a J.D. degree.

REMARKS:

• An individual selected for the position must be willing to routinely submit to a background check with the Texas Department of Public Safety (DPS) pursuant to the Governor’s Executive Order GA-48.
• The position may require additional work hours including evenings, weekends, and/or holidays to meet critical deadlines.
• OPUC participates in E-verify and will provide to the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee’s Form I-9 to confirm work authorization.
• A satisfactory driving record may be required for driving a state or personal vehicle to conduct agency business. Employees may have their driving record evaluated.
• Employees are required to comply with Office policies and provisions outlined in the employee handbook.
• The Office of Public Utility Counsel has a Post-Employment Restriction – details furnished upon request.
