DIRECTOR OF MARKET DATA ANALYTICS

Monthly Salary: $12,500 – 16,667
(Depending on Experience and Qualifications)
GENERAL DESCRIPTION:
The Director of Market Data Analytics will work directly for the Chief Executive & Public Counsel of the Office of Public Utility Counsel (OPUC). The Director will be responsible for directing the program activities of OPUC’s data analytical team, overseeing the collection, organization, analysis, and preparation of reports and studies of collected market data, developing agency policy positions and providing advice and technical assistance to agency staff, working with other governmental agencies, stakeholders, and the general public. This role is essential to advancing OPUC’s mission to represent residential and small commercial consumers in utility matters by strengthening the agency’s capacity to use data to drive policy decisions and advocacy. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Highly preferred qualifications include extensive knowledge of the ERCOT Market and at the Public Utility Commission of Texas (PUCT); experience with collecting, analyzing and interpreting massive amounts of collected data.
ESSENTIAL JOB DUTIES:
• Directs the collecting and analyzing of data collected from ERCOT, PUCT, and utility companies.
• Develops clear, actionable reports and visualizations based on analysis of ERCOT, PUCT, and utility data.
• Develops and implements goals and objectives consistent with the agency’s strategic plan and develops and oversees standards for achieving those goals.
• Develops and oversees the implementation of long-range and short-term plans.
• Develops and implements techniques for evaluating program activities and functions of the data analytics team and identifies need for changes.
• Represents the agency at meetings, hearings, and legislative hearings on OPUC’s data analytics team.
• Monitors and reports on performance reports, studies, and specialized projects at PUCT and ERCOT; reviews filings in utility proceedings; and recommends appropriate agency responses.
• Supervises and mentors a multidisciplinary data analytics team, including data scientists and policy analysts.
• Performs related work as assigned.
MINIMUM REQUIREMENTS:
1. Graduation from an accredited four-year college or university with major course work in economics, data analytics or a related field.
2. Ability to manage the data analytical team. Develop and communicate reports on the analysis of the data collected from ERCOT, PUCT, and utility companies.
3. Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to serve as the Director of the data analytical team and provide direction to that team.
4. Experience with one or more of the following software, coding languages, or platforms needed to perform essential job duties: Python, R, SQL, Power BI, Tableau, ERCOT MIS. Applicants must provide proof of experience.
PREFERRED QUALIFICATIONS:
1. Knowledge of the ERCOT wholesale electric market and/or the Public Utility Commission.
2. Experience with collection and interpretation of data analytics.
3. Master’s in economics, data analytics or a related field.
HIGHLY PREFERRED QUALIFICATIONS:
4. 5+ years’ direct experience of the ERCOT wholesale electric market and/or the Public Utility Commission.
5. 5+ years’ experience with collection and interpretation of data analytics.
6. PhD in economics, data analytics or a related field.

REMARKS:
